That doesn't mean it should be. Are you against letting it become autonomous or independent even if the people want it? I also believe Cornwall is technically distinct from England being part of the royal duchy.

The main reason it won't become independent is because although I'd say many support it ideally they both don't rank it as a high priority and generally think in material terms, at the current time, it would harm them.

I myself probably favour autonomy within the UK.
