It may be because of the mutual support each gave the other during their time as rebels. It is difficult to see how people, no matter what race, colour or creed, can properly manage a country after years of fighting in a civil war. They have been used to the thuggery and routine killing for years, where death was a constant companion and the cost of life very cheap.

At that point, when the 'goal' has been achieved, there is nothing else to strive for, and they have to settle down to the mundane routine of Governing. Which, they soon realise, none of them are 'qualified' to do. Unless it's done in a Military fashion, which is all, IMO, Mugabe and Mbeki know.
