The highest level of the Nazi command was actually a Soviet spy, he was Martin Bormann. The EU was the ultimate goal, much like the UN and the League of Nations that went before it. The Soviets won WW2, you can see by the land grab that followed and Hitler was their puppet in order to distract people's attention.
