You don't have to be a member of the BNP to believe this. I seem to remember the rather liberal former Met Commissioner Paul Condon geting into trouble for saying something of the sort.
As for whether the intellectual abilities of Blacks tend to be equal to Whites, orientals etc you only have to compare Haiti and Nigeria with the UK and Japan and draw your own conclusions.
Actually it would be pretty odd if all races had developed at the same pace, wouldn't it?
