Magna Carta 1215 didn't become law, but fell into desuetude almost immediately as John busied himself looking for an army to duff up the barons. It is later ratifications and later versions that came into force.
Clause 61 of Magna Carta 1215 is irrelevant in this case in any event as it concerns the powers of Barons to stop the King misbehaving.
The man has no right at law to do what he is trying to do and if he doesn't pay his taxes he'll have the bailiffs round to confiscate his goods.
Why of why do these people all come from our side of the fence?
