I watched a programme one of the white Britain ones don't know if it was this one but it mentioned that Ironically the rivers of Blood speech lead to the government funding all sorts of minority groups, one elderly black chap said it was amazing how all of a sudden ethnic minority groups popped up out of nowhere.

So Enoch speech probably had the opposite effect he desired.
