No amount of laws will stop bad parents being bad parents just as PC laws haven't stopped jokers like this one:

At the annual world space exploration summit, the delegates from each country were comparing past achievments and future plans,
The russians said "in one month we will send our third space station into orbit."
The americans said , "well we will be sending our 20 th space shuttle to the moon next week",
The chinese said "we send our 3rd mars probe off in 3 days time".
The irish delegate stood up and said" tomorow we will be sending our first rocketship to the sun".
The other delegates looked at each other ,and the american said ,"that can't be done ,you'll burn up".
"We have thought of that" said paddy,
"we're going at night"

There are already more laws on the statue books than we can ever enforce. People just need to take responsibility for their own actions.
