The use and misuse of power tends to increase, all things being equal, with the size of social units. There is a reason why tyranny and centralisation have, historically, always gone hand-in-hand. Power would hoefully lessen as the gov't becomes closer to the people, hence more oversight and as its resources diminish. It of course would take work and vigilance.

It may however also increase local loyalties and the will to defend democracy and autonomy against the sham of the EU. Whether or not these regions succumb to the EU is up to them but even on a practical scale the EU would need the agreement of several "gov'ts" rather than one which would make it harder.
