I'd hope they would defend their autonomy against the EU like the Isle of Mann does I believe.

But certainly it should not be undemocratic and Scotland or Cornwall should have no unfair power over the rest of the UK, they should however have most power over Scotland and Cornwall. I'd personally suggest the rest of the UK become more regionalised as well, but that has less popular support unfortunately.
