I think that he means that there have been at least four incarnations before, and all have failed.
Firstly Katy Davies, Farage's assistant, was put in charge of setting up YouthKIP (her idea for the name I think). Nothing happened for nearly a year, I believe.
Then the Lechlade Group took the initiative and set up YouthKIP in time for the 2006 Conference, but as discussed elsewhere, Farage deliberately squashed this because we "hadn't gone through the proper channels".
UKIP Youth was then formed through Alex McKee and someone else, and they were very badly treated over it (IIRC), so that folded as well.
Then Del was appointed to set up Young Independence, which also, as we know, has suffered some major public arguments resulting in Del being sacked and the mentors resigning in support (I think!).
So in answer to your question, there have so far been four attempts in three years. Lisa Duffy is apparently out to change everything, so it wouldn't be unreasonable to count this as the fifth. If ever there was a doomed organisation...
