I don't think the Chav slapper is a good idea either, especially when half those kids have different fathers and they never cough up their CSA because they are on the dole.
I'm not sure how we would address that. In the past there was a certain amount of social responsibility amongst people and coupled with the law and the less generous Welfare system it policed itself to a degree.
When you think about it, families in the past used to be bigger due to a combination of factors (I won't bother to list them all), but people certainly where not wealthier and didn't have the oppotunity to spunge of the system like they do now.
I think opening the door and saying well, why not have multiple wives would only increase the burden on the system and allow the scum to drain from it even more.
I'm not sure how we would address the issue of multiple wives Vs Chav slapper Vs overcrowding, but I wouldn't like to add more variables into the mix when we can't even cope with the current situation
