Man seeks treason prosecutions

The police have refused to prosecute. Burgess is backed by Dave Barnby, a member of UKIP Witney committee.

Burgess is 63. The article says he was a Special Constable for a total of 12 years - 10 met, 2 TVP (2 x 8 hour shifts per month minimum contribution at present). What other skills or qualifications does Burgess have? With the best will in the world Albert probably did one full year (365 days) of shifts. He might have done more, but what has he done for the rest of his life to qualify him to press these allegations? Why has he not put this lot past a lawyer?
