Housing Minister Caroline Flint's sudden realisation that many of those who live in ghettos of worklessness are stuck on council estates is hardly shocking.
But her proposal to refuse housing to the jobless is about as nasty as you can get. I suppose we are talking about "the welfare underclass", the work-shy chancers living on benefits.
