A good example is my friend who is currently trying to become an electrician. The amount of time he has wasted going through the most mind numbing compulsory government health and safety programmes is unbelievable. This is a punishment for wanting to become an electrician.

If he electrocutes someone else, he should be punished by the judiciary - if he hurts himself, that is his own risk and his own choice not to seek the proper health and safety training.
Ever heard of the adage 'prevention is better than cure'? It's a good thing to have to be properly qualified to perform certain jobs in my opinion.
