Football hooligans should be sent on "adventure activities" such as canoeing or rock climbing as a way of generating a sporting spirit, says a new proposal from the European Commission.
The "hug a hooligan" approach was set out by European Justice and Security Commissioner Franco Frattini as part of proposals to tackle football violence.
European Union officials believe "fan coaching" can change a culture of football fear and intimidation to one of team spirit and tolerance.
Among the EU's plans to change the behaviour of football fans are a menu of touchy-feely options aimed at promoting "shared understanding and common values such as fairness, self-discipline, solidarity, team spirit, tolerance and fair play."
