If it's true - and it sounds like a pretty big if to me - then I would guess that it has been driven by 'Elf 'n' Safety lawyers in the council suddenly hallucinating an enourmous compensation payout after some poof unfortunate has been slayed by a deadly peanut! But, why would a council want to legislate against this sort of thing. If a publican poisons off his customers then surely it's the publican's/brewerys problem, not the councils.
The thing is, I would reckon, everyone who has a nut allergy would pretty well know about it.
I shall await reports from the media as to the veracity of this, as it does have a faint whiff of wind up about it.
