I disagree slightly with your scenario - the Police often do things the hard way but that does not mean they have to. I sometimes think they cause themselves lots of problems and the paperwork that comes with it due to a failure to exercise a little common sense.

Of course if they walked the streets instead of surrendering them to the drug dealers, and if they got to know the people they were policing instead of hiding in their Police Station fortresses then things would be much better.

But it is not really their fault because they are not paid or chosen to think but to uphold the law without fear or favour - and because of that it is asking for trouble to give them ever increasing powers of arrest. They have been badly misled.
