I am not sure what you mean.
You can be localist, i.e. concerned with local issues and wanting to see local changes, and still have a globalist outlook, i.e. believe in international trade, taking a full role on the international stage etc.
I would say that UKIp falls into this position. The EU and its politicians are blinkered. They are inward looking and want to put up trade barriers. UKIP want to leave the EU and roll back the state in Britain (localist) but look out beyond the EU to the wider world with trade and cooperation (globalist)
Perhaps you could define localist and globalist a bit more
