It is likely there is a central website somewhere which has all or most of this info. Otherwise Yup, its a big job for each RO to organise in his region, say a volunter for a week in each region to get & put all the info in usable form, but alleviated in say the 20% of local authorities where UKIP has an active branch, who will have all the info. Surely ROs have most of this info already ( If not , why not ?). anyway start at County & Unitary Authorities as UA Districts dont have County councils. At these levels there will be fewer Councils than constituencies . It gets more difficult when you get down to Town & Parish Council, but lets be realistic where there aint an active branch, what is the likelyhood of UKIP having any candidate at such a level let alone any councillors !
