Not a bad idea. Make them work. I would suggest "away from the general public" could be in the middle of nowhere in a poor country that would be grateful for the business.

If they are not going to be released in the UK (eg foreign citizens and lifers) then why not have reduce our taxes and 3rd world poverty at a stroke and offshore them. Also if we choose the right 3rd world country deporting them home would be easier for the foreign criminals.
Of course we would need some city centre prisons unless we are going to move all the courts out of the city. We need to hold people on remand near court etc.
