What we need is some "Work-Fare" policies like in the USA.
1. Each unemployed person is assigned an 'advisor'
2. They must turn up every day to the centre for work and training
3. They must work/train for 30 hours per week
4. Each hour missed, their benefits get cut
5. Their advisor is on hand to assist them with job applications, cv writing etc.
The advantages are:
1. Incentive to get a job as it is not possible to be lazy and screw the system
2. No fraud - the advisor will know who doesn't turn up each day
3. They get trained which will help them re-skill and find new jobs
