I thought that, if a candidate declared intent beforehand, that was sufficient to count as the start-of-expenses date, under the current (recently changed) rules. In the last Euros, I seriously rattled a Lib-Dem listmember, by mentioning he had just started his electoral account running, as he left a TV studio. He referred to himself as a spokesman' thereafter, until the official flag dropped!
Personally, I view the expenditure in Bromley as a cause for deep shame - not on the part of those who gave selflessly, but in how it was used. If Nigel's bragging results in a fine or court action against UKIP, as well it might if a complaint is lodged, it should be a cause for resignation, and I mean from both the party and the MEP seat.
He evidently thinks he's indispensable. Some of us are wondering if he's merely incorrigable.
