Default These things are not always so simple

Most likely a simply be an f**k up, as with any friendly fire incident.

It could also be Israel sending a message to the UN troops not to get involved. Remember that most of these troops are not of the same quality as the UK forces. We saw in the Civil War in Yugoslavia that it is sometimes very hard for the peacekeepers to not get involved. It is quite possible that some of the UN forces have been assisting the resistance in Lebanon.

I do have as a friend a retired Lieutenant Colonel in the Finish Army who served many years in the Lebanon, including during the 82 invasion. He tells me he found it very hard not to take sides.
