As someone who is guilty of attempted murder can be out after 6 years to have another go or someone who killed a shop keeper in a robbery can be out after 5 years to commit murder (the first time was manslaughter).
I don't think that regarding crime we need that radical a policy ie capital punishment to attract people, locking up very dangerous people seems a simple policy. Of course we need to talk about it - see
