I think we should avoid Health & Education as far as we can but instead offer as much local decision making as possible within broad guidelines. Apart from anything else, any prescribed solutions we offer is likely to offend more voters than we attract - ie counter productive.
Crime is safer ground, as I would have thought that tougher penalties would meet with the general approval of the majority of voters [except for speeding and parking].
