I would agree with that apart from asylum seekers because our policy is :-
"We will maintain the honourable British tradition of offering political asylum for genuine refugees. "

We can not therefore say that if they can not get a job or a sick they should starve. Although we could (and should) say that before they get citizenship they must have paid more in taxes than they received in benefits.
