Youthkip doesn't exist, the new organisation is imaginatively titled UKIP Youth, and I think (and hope) that that is a working name only. As for what you are proposing, that is exactly what the Old Youthkip was working toward.
However, for reasons that were never shared with me, we were in due course refused so much as a mention at the NEC meeting that decided that UKIP Youth be established, when we had already been the de facto Youth Group for 4 months.
