I think that one thing we must bear in mind is that part of the reason the North East voted NO, is that the public DO NOT want more politicians.
An English Parliament can be achieved with less politicians within a Federal UK.
Simple:
1 Remove Celtic Constitency MP's from House of Commons to Create an English Parliament.
2 Convert the House of Lords INTO phpbb_a British Senate (Elected by PR)
British Prime Minister sits in the British Senate
Foreign Minister sits in the British Senate
- British Senate is a 'reviewing chamber' for all the National Parliaments
- British Senate deals with Defence
- British Senate deals with Foreign Policy

English Home Secretary - Sits in English Parliament
English Health Secretary - Sits in English Parliament
English Education Secretary - Sits in English Parliament
