1 Unlikely that the process of devolution will be reversed.
2 Only fair that England should also have its own Parliament (or the House of Commons converted to an English Parliament, by removal of Scots, Welsh and Northern Irish MPs) - currently England is constitutionally disadvantaged.
3 Finally a Federal UK/Britain could then be created with a Fully Elected 2nd reviewing chamber (British Senate) reviewing for the respective Country Parliaments) - the Brisith Senate would also deal with all common policy for defence, foreign policy etc - the British Senate elected by Proportionate Representation.

As none of the other 'main' British Parties are leading on this, then if UKIP adopted for the domestic General Election, then it is certainly something that would grab the publics attention !

Parliamentary reform
We support devolution to Scotland & Wales and will institute an English Parliament. We will achieve this at no expense by excluding Scottish & welsh M.P.s from consideration of those matters exclusive to England within the U.K. Parliament.
We would curtail the power of the prime minister and return to cabinet government.
We would have fixed term parliaments and only allow a prime minister to serve two terms or 8 years whichever was the lesser.
We would reduce the amount of Members of Parliament by having single M.P.s to serve most towns & cities. This target would be about 400 M.P.s
We would reform the second chamber on non party lines and involve ordinary people by

Direct election of one third - not being affiliated to any political party
Random selection ( similar to jury service) of volunteers to serve 1 year and paid £50,000
Local authority representation by nomination
