Yes this is quite right

Either we have one British Parliament - for all the people of the United Kingdom

or

We have devolution for all Four Countries in the United Kingdom, and a Federal System to deal with Foreign Policy and Defence.

The current 'farce' introduced by the Labour Government is unfair on England and risks breaking up England INTO phpbb_9 Regions.

Many people don't want regional devolution for England, then want England to be maitained as a Nation within the United Kingdom.
